Heath Cosgrove is USAID’s Director of Land and Urban. He is responsible for land and resource governance and urban policy and planning through global strategic operations and advisory services that advance poverty-reducing principles for inclusive economic growth, good governance, and resilience.

Educational Background

Mr. Cosgrove received a bachelor’s degree in International Business from Suffolk University, a master’s degree in International Development Policy from the Duke University Sanford School of Public Policy, and an Executive Certificate in Innovations in Governance from Harvard University’s Kennedy School of Government.

Regional Experience

Mr. Cosgrove has professional experience in Europe, Eastern Europe, Africa, Latin America, Middle East, and Central Asia.

Previous Experience

Mr. Cosgrove was the 2015-2016 Chair of the Global Donor Working Group on Land. In 2015, Mr. Cosgrove was awarded C. Herbert Rees Memorial Award for his service to USAID and global development. Prior to USAID, Mr. Cosgrove was a Sr. Trade Advisor at the state level and also served in Peace Corps in the Republic of Moldova.
