Description of Organization
USAID’s Land team within the Office of Land and Urban (E3/LU) works to clarify and strengthen the land tenure and property rights of all members of society, especially women. E3/LU collaborates with global partners to ensure that land and resource governance systems are effective, accessible, and responsive.
E3/LU’s Land Team provides analytical, technical, and project support to USAID missions around the globe to secure land tenure and property rights, strengthen resource governance, and improve artisanal mining and other extractive industries. E3/LU has expertise in the aforementioned technical areas and in women’s land rights, geospatial information system applications, economics, rigorous impact evaluations, and legal and regulatory reforms to secure property rights and maximize resource productivity.
Description of Position
The Senior Land and Resource Governance Specialist in E3/LU will provide senior-level technical leadership to the Agency on land and resource rights, including communicating the importance of the sector to USAID leadership and key stakeholders and representing USAID at relevant meetings, events, and policy fora. The position will play a leadership role in identifying and advancing best practices and integrating effective land governance and land use solutions into U.S. Government development strategies and programs and into E3/LU’s strategic planning and technical direction. The position will have a wide-ranging role as a senior advisor on land and resource governance to USAID staff, broader USG interests, as well as developing country partner institutions, and the international land sector. The position will work closely with other USAID Operating Units, but is expected to exercise independent judgment and initiative in executing duties and responsibilities.
The position will advise USAID field offices and host country implementing partners, both remotely and via travel to developing countries that USAID serves. The incumbent will provide guidance on appropriate land and resource governance methodologies, approaches, and decision support tools for designing, implementing, monitoring, and evaluating development programs. Technical assistance provided by the position to field offices may include guidance in the review and drafting of land and resource policy frameworks for integration into other USAID sectors and activities.
Specialized experience requirement
Must have one year of specialized experience equivalent to the next lower grade level [FS-02] of this position. Examples of specialized experience include: (a) Experience representing an organization in meetings, events, and policy fora related to land and resource governance, (b) experience working in positions requiring excellent oral, written and communication skills (c) experience serving as a technical advisor on relevant principles, concepts, practices, methods, and techniques used in complex land and resource governance programs, (d) experience designing, implementing, monitoring, and learning from complex international development programs in the land sector, and (d) experience in serving in a leadership capacity and working across multiple development sectors.

- Must be a U.S. citizen.
- Must be eligible to obtain and maintain a secret level security clearance.
